To explain the symptom...here goes....

The game reports an Open Nat.
UPNP is enabled on router and/or all the relevant ports were added as below.

1500 upd (mw2)
3005 upd (mw2)
3101 upd (mw2)
28960 upd (mw2)

27000-27030 upd (steam)
27014-27050 tcp (steam)

I could connect to all but one friend (getting counter and timeout).
All friends but one could connect to me.

FIX

ADD STEAM TO YOUR WINDOWS FIREWALL. THAT'S IT!!

For some reason, the windows firewall does not ask if it should unblock on first use. It has to be added manually.

Once I added steam, I could join friend. When he added, he could also join me.
