This is a run down of all of the Perk 2's and what they do.

Increases Bullet Damage

Increases Health, e.g. You will survive a Claymore Blast

Allows for quicker reloading

Allows for a quicker fire rate

Stick this on a LMG for an awesome fire rate !

Enables the use of 2 primary weapons

Blocks the Radar scanner from picking you up. Brilliant combined with a silenced gun

Makes your explosions have more impact
